If there is to be one Consulting Engineer for the Hongkong section and another for the Chinese, differences of opinion are certain to arise and there will have to be constant references to Peking. It is most desirable to avoid this.
I shall await a report from you on the question and meanwhile you are authorized, should you think it advisable, to make energetic representations at once for the substitution of Sir J. Wolfe Barry for the Chinese engineer, whose appointment should be cancelled.
