Consulting Engineer to Chinese section of Canton-Kowloon Railway.

My Despatch No. 135 of March 13th.

I have received a complaint from the British and Chinese Corporation that a Chinese has been appointed as Consulting Engineer for the Chinese Section by the Chinese Director General.

Nothing is said in the Agreement about such an appointment, but Sir J. Wolfe Barry has been already appointed to the Hongkong section, in pursuance, it is alleged, of an understanding that he would act for both sections.

The nomination of a Chinese may seriously hamper construction work, if his duties are to be those which are usual in the case of a Consulting Engineer.
