With reference to your despatch No.389 of August 17th last, I transmit to you herewith a copy of a letter, together with its enclosures which has been received from the British and Chinese Corporation regarding the appointment of consulting engineers for the Canton-Kowloon Railway.
I request that you will take such steps as you may think fit to avoid undue delay in the construction of the line.
