We beg leave to forward herewith a copy of a letter we have to-day addressed to the Chinese Minister in London calling his attention to the fact that the delay in appointing Consulting Engineers in London to design the Bridge Work for the above Railway may result in the Railway not being constructed within the estimated period and cost upon which the amount of the Loan was based.
We have urged the Chinese Minister to exert his influence with the Board of Communications in the matter and we have pointed out that the suggested appointment of the Chinese Engineer, who it is understood is building the Pekin Kalgan Railway (probably with the assistance of Mr. Kinder) cannot possibly
