It was on the 31st January, 1899, that your Highness informed my predecessor in an interview that Nanning was opened. Eight years elapsed before effective steps were taken to establish a custom-house there, and then Regulations were issued which nullified the opening of the port.

Your Highness can hardly wonder that the action of the Chinese Government in this matter is causing His Majesty's Government considerable dissatisfaction, and I trust that explicit instructions may be sent to the Provincial authorities to consider the question without prejudice and to consult with His Majesty's Consul-General for the satisfactory modification of the Regulations. Awaiting the honour of a reply, I avail, &c.
