British and Chinese Corporation will submit to you a telegram which they have received from Bland respecting the proposed loan for the construction of the Northern section. It is anticipated that there will be keen German competition, and, in my opinion, it is essential, if the Anglo-French combination is to be maintained with any prospect of success, that the French Government should give the French banks a free hand to negotiate the loan on the best terms obtainable in co-operation with the British group.
French Minister to whom I have spoken in this sense will telegraph to-morrow to his Government.
