Peking, December 4, 1907.
Initialling of draft of Final Agreement took place on the 20th ultimo. Japanese Minister had addressed two notes to the Wai-wu Pu prior to this date, stating that his Government could not give their consent to a parallel line whereby South Manchurian Railway would be injured.
In reply to first note, Wai-wu Pu stated that no line would be constructed nearer to South Manchurian Railway than it is the practice in foreign countries to allow.
I have informed Board that Paulings are supported by His Majesty's Government, and they are considering further reply to Japanese Minister. I believe that latter is still unaware that draft Agreement has been initialled.
It appears to me that no action on our part is called for until the attitude of the Wai-wu Pu can be determined, or until we are approached by the Japanese.
