the remedy is to amend the Order in Council by an addition of launches plying on the inland waters to lorehas, &c., mentioned in Article 16 of the Order in Council which are exempted from those provisions in the Merchant Shipping Act.
Finally, if an amending Order in Council is necessary it will be well worth considering whether the whole matter could not be dealt with together in such Order in Council, better than by rules, and whether there are not other provisions of the Merchant Shipping Act from which these launches should be exempted.
You will see from this despatch that there appear to me to be preliminary questions of policy to be determined before the rules can be drafted, but I see no reason why, when such determination is arrived at, we should not be able to enact a workable scheme.

Another delay has occurred since the above was written as I submitted the draft to Sir Pelham Warren, as registrar of shipping, for his consideration, concurs in the view as to the feasibility of registry in Shanghae in the way I have proposed.
