I AM directed by the Board of Trade to acknowledge the receipt of your letters of the 7th and 8th instant, with inclosures, relating to the alleged discrimination in favour of Dalny as against Newchwang in the railway rates charged by the South Manchurian Railway Company, and, in reply thereto, I am to state that the Board concur in the view expressed by Sir E. Grey that no ground exists for making representations to the Japanese Government on the subject.
