I HAVE received your despatch No. 465 of the 18th November last, on the subject of the protection of British trade-marks in China.

You will observe from a copy of a letter inclosed that the Board of Trade consider that no further steps should be taken in regard to the proposed Chinese Government Regulations until an arrangement has been come to with the Japanese Government for the mutual protection of trade-marks in China.* The Board are, moreover, of opinion that when negotiations are resumed, the basis for such negotiations should be the draft prepared by the Representatives of the Powers in consultation, and submitted to the Chinese Government in April 1905.

Your attention is invited to the statement in the final paragraph of the Board's letter as to the importance of applications made before the date of the enforcement of the Regulations having no priority or advantage over those made afterwards.

I am to add that your despatch No. 551 of the 26th November, 1907, has been communicated to the Board of Trade in a letter which crossed their letter inclosed.
