Peking, November 11, 1907. I AM informed that Pauling and Co. have made a Preliminary Agreement with the Government of Manchuria for the construction by contract of an extension of the Northern Railway from Hsin Min-fu to Fakumen, a distance of 50 miles. This Agreement is subject to the approval of the Board of Communications here, and to Imperial sanction.
Ratification of the Agreement may possibly be opposed by the Japanese. I presume, however, that my support may be accorded to Company.

Company have concluded a private and separate Agreement under which, if they give satisfaction, they have the right to construct an eventual extension of the line up to Tsitsihar.
