The manager of the Eastern Extension Telegraph Company in China has informed the Company that the Japanese refuse to close ten public telegraph offices outside railway territory, where they are accepting at Japanese rates traffic to the entire world. They further refuse to recognize Manchuria as independent Chinese territory. The Russians are threatening to cancel recently-concluded Convention with China in

consequence.
