With reference to your letter 45918/06 of the
21st of December 1906, I am directed by Secretary
Sir E. Grey to transmit herewith, to be laid before the

Secretary of State for the Colonies, copies of corres-
pondence respecting the complaint of Messrs. King,
Wigg and Company, relative to the refusal of the
Shanghai Gas Company, Limited, to recognise a Hongkong
grant of Letters of Administration on the Estate of
the late Mrs. Janet Harman.
I am to suggest for the consideration of the
Earl of Elgin that, in view of the hardships now in-
flicted on the representatives of deceased persons in
cases similar to the present one, the Revenue Authori-
ties at Hongkong should cease to levy duty on the es-
tates of deceased shareholders of Companies such as
the Shanghai Gas Company, which carry on their busi-
