this is also your interpretation of the duties and
responsibilities of Consulting Engineers is we think made
elear by your acceptance of our letter to you of 25th
January 1906, in which we defined our duties to be as follows,
viz.,
"(a) advising on points submitted to us by the
"Government in connection with the execution of the work
*(b) advising and assisting in the selection of the staff
*(c) preparing the designs for bridges or other structures,
"and for rolling stock which would have to be manufactured
"in this country (d) advising you on points arising out
"of the inspection of all work and materials supplied
"from this country which inspection will be undertaken
"by you".
His Excellency is aware of the dutiss quoted in
this letter as towards the end of his despatch he refers to it
and says that it does not appear to cover the extent of the
responsibility which he reads into the memorandum and con-
tinues that he has no other information as to the precise
liability of the Consulting Engineers. He further suggests
that the course which appeals to him is the adoption of the
system proposed at the end of paragraph 11 of the memorandum,
