I have the honour to acknowledge the receipt of
your letter of the 19th September No.32728/1908 communicat-
ing to us a despatch from the Governor of Hong Kong as to
the defects in certain bridges now under construction on
the Kowloon-Canton Railway.

The papers which you forwarded to us have been
considered by the Consulting Engineers and I now enclose a
copy of the report which they have made to us in the matter.
We agree in the views which the Consulting Engineers express
and we consider that they state correctly the measure of
their responsibility for the work now in course of con-
struction. We are at a loss to conceive on what grounds
the Governor can have arrived at the conclusion that the
Consulting Engineers are financially responsible for the
successful carrying out of the works, and I would point out
that Consulting Engineers would have to be remunerated on
a very different scale to that which obtains at present if
they were to be called upon to accept such responsibility.
3. It appears to us that until Mr A.J. Barry has
made his inspection of the works and until the Consulting
Engineers shall have submitted their conclusions and advice
upon his report, it would be desirable that the Secretary he Under Secretary of State,
