will be so effective in shutting out sea from the south

and west, whilst if this half of the Breakwater were con -

structed in the first instance, the northerly waves ex

perienced earlier in the typhoonswould to a considerable

extent sweep the area shoreward of the work. We regret

therefore to report that the conditions, in this case,

are not favourable to the attainment of satisfactory

results, from the partial execution of the sheltering

work.

37. The north and south Heads of the Breakwater

should be generally treated on the lines proposed in the

Colony, but substituting concrete blocks for bagwork.

Estimates.

38.

We have carefully looked into the question of the

cost of the proposed Works, and are of opinion, in which

view we understand Mr. Boulton concurs, that the expendi

ture required in carrying out the Breakwater, in accordance

with the modified section we recommend, would be practi

cally the same as if the section were adopted which was

put forward in the papers received from the Colony.
