General opinion with regard to the plan and scope of

posed Har- bour.

24.

On plan "B" attached hereto, we have shown by

red colour, the line of the Breakwater as proposed by Mr.

Boulton. We do not consider that this line, either with

regard to its direction or the extent of the sheltering

work contemplated, can be improved, or with advantage

curtailed.

25.

As will be seen on reference to plan "A", the

width of the northern entrance, as proposed in the Colo

nial design, would be 900 feet and of the southern en

-

trance 840 feet. We consider the width of each of the se

entrances to be excessive, and unless contracted, the

effective shelter within the harbour will be mich and

unnecessarily restricted.

26.

We understand from Mr. Boulton that the northern

portion of the north entrance is obstructed by detached

rocks, and that a reclamation might be carried out

there at an expenditure which would be recouped by the
