With reference to the Chief Resident Engineer's General
Letter No.64 dated 20th July 1908 with its enclosures and your
remarks in the covering letter forwarding the same,
we have con-

sidered it preferable to address you direct rather than to answer
Mr.Eves' letter in the usual way.
With respect to the bridges under discussion we are not at
present acquainted with the facts of the case, such as the natura
of the soil, the details of the foundations and weights upon them,
the size and nature or direction of the cracks and we are thus
unable at present to express any opinion as to the technical side
of the matter.
With regard, however, to the questions of procedure raised
by the Chief Resident Engineer, after carefully considering "the
"general memorandum on system under which large public works are
"carried out in the Crown Colonies" sent to us with your letter
of 1st March 1906 and forwarded to the Chief Resident. Engineer
with our General Letter of 13th March 1906, and in view also of
the agreement signed by Mr.Eves, defining his position and terms
