In continuation of what I reported in the first
paragraph of my last General Letter I send you copies of some letters bearing on the subject (enclosure A and B)
I was greatly surprised at the method adopted

thought that the select committee referred to in paragraph
5 General Letter No. 63 would include myself or in other
words, that a couple of engineers would be appointed to
consult with me in much the same way as one doctor might be
brought into consultation with another doctor in a diffi-
cult case.
From the wording of the letter you will see that
I am not in communication with the committee, that the
committee is to act independently of me in the way of
taking borings etc or in other words that my statements of
facts are open to doubt.
I consider the procedure most objectionable, in
the first place it is contrary to the letter of instruc-
tions forwarded to me through you from the Crown Agents
at the commencement of the work where it clearly states
that for smooth working I should not be interfered with in
technical matters except through you.
I also consider that a slight has been put
upon me by having other Engineers sent on to the works to
gain information which I am quite capable of giving.
