Although it is possible under the departmental system to begin the work without the full preparation of plans specifications and quan- tities which are indispensable for the proper letting of a contract, yet the careful prepara- tion of preliminarios affords the Government not only a reliable forecast of expenditure but also a means of watching and checking the progress of the work during construction.
