man's technical qualifications are frequently his referees
for personal character also, and hecause in any case it
saves time to carry out the different enquiries simalta-
neously. We will now inform the consulting engineers
that it will be their duty as heretofore to make all the
necessary enquiries, but that when they make their re-
commendation they should send to us the answers to
references, so that we can satisfy ourselves that the
conditions of the appointment are fulfilled and that there
is proper evidence of character.
