I have the honour to acknowledge the receipt of
your letter No. 23550/1908 of the 22nd of July in which
you inform us, with special reference to the cases of
Mr T.C.Lofthouse and r C.W.Jackson, that the Secretary
of State expects us to take reasonable precautions to ensure
that persons engaged by us to fill colonial vacancies on
the recommendation of our consulting engineers fulfil the conditions of the appointments at any rate in such non- technical particulars as age, civil status, and character.
2. We are making arrangements accordingly to provide
that this shall be done.
3. Hitherto in all cases in which we have referred
the selection for an appointment to a consulting engineer, we have supplied him with full particulars of the colony's requirements, and he has clearly understood that it was his duty, before recommending a candidate to us, to satisfy himself thoroughly of his suitability in regard to age and character &c as well as in regard to technical acquirements.
