Gentlemen,
We have to acknowledge the receipt of your
letter of 22nd instant enclosing copies of telegraphic correspondence with the Governor of Hong Kong on the subject of the proposed construction of a Breakwater at
Mong kok tsui.
2. With reference to the telegram from Sir F.Lugard
received on 20th instant, it would appear from the
message despatched from the Colonial Office on 9th ultimo that the proposal to purchase the dredger was therein
approved.

We are still of opinion that in order to pro-
duce a satisfactory structure, adapted to resist the severe stroke of typhoon seas, that important modifications will be necessary in the mode of construction proposed for the sheltering Breakwater, as sherra on the typical cross section which accompanied the papers forwarded with your letter of 28th May. We are likewise of opinion that changes may not improbably be required in connection with
the two entrances.
4. With regard to the foregoing we have not suffi- cient data here to enable us to express a definite and satisfactory opinion, and it was to discuss the matter with
