I have the honour to acknowledge the receipt of your letter of the 21st of July No. 26367/1908 transmitting to us a copy of a telegraphic correspondence with the Governor of Hong Kong on the subject of the proposed con-

struction of a breakwater off Mongkoktsui.

2. We communicated your letter to the Consulting Engineers and I enclose for the information of the Secretary of State a copy of their reply from which it will be seen that notwithstanding the additional information conveyed in Sir F.Lugard's telegram, they have still misgivings regarding the proposed mode of construction of the breakwater and consider it necessary that they should have an opportunity of conferring with Mr Boulton before expressing any definite opinion on his scheme.

They point out that preliminary dredging work might be proceeded with during Mr Boulton's absence in England for the purpose of conferring with them.
