3. The vacancy was origirally advertised on Ir Chadwick's advice, and the replies received to the advertisement were forwarded to him to make the selection

and remained with him. When therefore he recommended

Mr Lofthouse in his letter of the 5th of March, there was nothing to lead us to suppose that he had not made the full and careful enquiries into the previous history of the selected candidate which we believe our Consulting Engineers usually make. Indeed it was apparent that he had taken considerable personal trouble to ascertain whether

Ir Lofthouse was suitable for the appointment. Unfortunate-

he appears ly however though this only transpired later to have omitted the precaution of satisfying himself with regard to Mr Lofthouse's personal conduct after leaving

the service of Hr Bowden hou he interviewed at Smethwick.

When he subsequently submitted his account for fees and out-of-pocket expenses in correction with the matter, we returned it to him for re-consideration in view of the

circumstances of Ir Lofthouse's dismissal, and as he has not since sent in the claim again, the Colonial Goverment has not been charged with any payments to him or this

account.

I may add that we do not anticipate that we shall have occasion wrain to employ z Chedrick's services in correction with the selection of candidates for appointments

in the Colonies.
