I have the honour to acknowledge the receipt of your letter of the 9th of December, No.41952/1907, for the
forwarding
serious consideration of the Consulting Engineers a copy of a despatch from the Governor of Hong Kong, having ref- erence to the construction of the Canton-Kowloon Railway.
2. The papers have been communicated to the Consult- ing Engineers, and I transmit for the information of the Secretary of State a copy of their observations thereon, in the general purport of which we agree.
3. As regards the point raised in paragraph 4 of Messrs Wolfe Barry's letter, our records show that the plans which accompanied their flying seal letter No.66 of the 8th of August were forwarded to the Colony on the same date as the letter, viz. 9th of August.
4. The Governor is also under a misapprehension in supposing that Messrs Wolfe Barry's letter of the 11th of July was not forwarded by us until the 8th of August,. It was not sent to the Colony at all by us but to the Colonial Office in our letter of the 15th of July.
