With reference to my better of yesterday I have to
say that there is reason for believing a Proclamation would
be welcomed by the general body of Chinese merchants.
The assurance given yesterday to their representatives has
had an excellent effect but my information is that thia
would be increased by the more widely spread influence of
public
a bulic declaration on the lines to which Chinese are
accustomed in their own country. At least it is thought
that no harm and probably some good would be done and I
therefore venture to pass on the impression created by
all the reports which reach me.
