sir,

I have to acknowledge receipt of your letter of yea-

terday's date No.7860/08, and to express on behalf of the

members of my Committee satisfaction at the assurance that

the Government is taking steps to inform representatives

of the Chinese community of its intentions.

Uncertainty as to these appears to have been the main

cause of that stoppage oftrade to which my letter of yes-

terday drew attention.

The removal of uncertainty will, prevent the spread of

disquieting rumours and a feeling of unrest. I am di-

rected to add that in representing the desirability of

the Government making some such statement as your letter

promises no criticism of the previous action of the Govern-

ment was intended, and I would point out that no doubts as

to the validity of the reasons which led to it were express-

-ed.

The sole idea of our communication was tosuggest

a method of restoring confidence which would in the opinion

of my Committee in no tend to embaras
