I most certainly do not agree that we can

do without a Police Officer in the New Territories. Captai

and so on. But that is not enough. He must also (as at

present) have all the responsibilities of a Police Officer

and be answerable to the Captain Sup rintendent of Police.

Mr. Hallifax has not the least desire to get rid of either

the duties or responsibilities of his office as Assistant

Superintendent of Police. He is in favour of His Excel- lency's proposal with the addition that both officers shoul/

be Police Officers. That would suit me very well, and if

one is to be the District Officer and the other Assistant

District Officer perhaps the former might take the title ee of Deputy Superintendent of Police and the latter Assistant

Superintendent of Police.

The District Officer (or both if the pro-

posal above is carried out) should appear in the Police Estimates as Police Officers but I se no partia lar reason

No salary is why their salaries should be shown there. shown opposite my own titles in the Gaol or Fire Brigade

estimates.

After talking with you I think the best plan will be to carry on as at present with one Folice officer (the Dis- trict Officer) in the New Territories until we see what ef- fect the railway has on crime and police work generally. It is not at all unlikely that we shall want a Police offi- cer pure and simple then for the New Territories.
