has a very intimate knowledge of the conditions, endorses

these views and considers that the present system causes

the neglect of some of the more remote parts of the terri-

tory.

His own proposal was to divide the Northern dis-

trict into two halves, and to appoint two separate officers

discharging parallel duties, but he now considers that the

scheme I have put forward is preferable. Mr. Wakeman, Land

Officer,

also considers that the proposal will be advanta-

geous from a Land Office point of view.

On the other hand the Colonial

Secretary and Mr. Badeley, Captain Superintendent of Police

find difficulties in regard to the discharge of the Police

duties.

There would seem to be two alternative courses in

this connection. Either the post of Assistant Superinten-

dent of Police would be abolished and an Inspector would

be appointed to discharge the duties of inspection and di-

rection of enquiries in serious cases which are all that

or both the District Officer and Assistant District

remain,or

Offi cer might be appointed as Assistant Superintendents of

of Police in addition to their other duties, being respon-

sible to the Captain Superintendent of Police for Police

duties only.
