I have the honour to request Your

Lordship's sanction to certain alterations which I propose

to make in the relative position and duties of the District

Officer and Assistant Land Officer in the New Territories.

When the Colony assumed posses-

sion of these territories in 1898, a great deal of turbu-

lence and disorder prevailed, which necessitated recourse

and later

to Military operations, in the first instance,

involved the frequent presence of the Captain Superinten-

dent of Police.

Police Stations were located in vari-

ous positions all over the territories, and it was neces-

sary to place a senior Police Officer in charge.

An Assis-*

tant Superintendent of Police was therefore appointed to

the New Territorie8.

3.

In course of time as the country

became more settled, the duties of this officer grew to be

more and more of an Administrative nature, and to a TER RIGHT HONOURABLE
