With reference to the correspondence you have
sent us rega ding the use of signalling amongst Merchant
vessels, we beg to enclose copy of a letter on this subject
which Captain Rolfe of our 8.8 "Yuensang" has sent to us.
We wish to draw your attention to the concluding paragraph
in Captain Rolfe's letter, in which he suggests that sig-
-nalling classes he formed at the chief ports, on board
one of H.M.Ships, and that the fee for examination be abol-
ished. We shall be glad to hear from you as to whether
this proposal can be carried out or not.
