With reference to my telegram of September 30th,
I have the honour to transmit to Your Excellency herewith copy of the despatch which I have addressed to Sir Edward Grey on the subject of the new Regulations which have been introduced by the Canton Provincial Authorities for the control of the trade in raw opium.
It has appeared to me doubtful that the Regula- tions as they stand at present, can be regarded as estab- lishing a monopoly. They seem to do little more than re- produce the rules framed for the enforcement of the opium Edict of September 20th, 1906, and I have accordingly instructed His Majesty's Consul General at Cahton that, while the working of the system will doubtless require to be carefully watched, it seems inadvisable to take further action pending reference to His Majesty's Government.
