extensive corruption shown to exist here by these prose- cut ions and by the close connection, apparent in the Courts between prostitution and other forms of crime in Shanghai, especially embezzlement, it is apparent that greater restriction of the hawdy-house business on the part of the municipal authorities is necessary, and we believe it
will be had.
The policy of the United States Attorney in the
bawdy-house prosecutions has been by many persons wrongly
supposed to be to aholish the houses entirely.
The fact
is that the object has been restriction and regulation.
It is, of course, recognised that the evil is as old as
the world. Subduing it is everywhere in the larger
cities a continuous fight. Now that the Americar name is
cleared, the prosecution here desires only to co-operate
with the consular ad municipal authorities in protecting
