Hongkong, 11th. May, 1908.

Referring to our conversations with His

Excellency as to what had really been achieved at Shanghai,

I wrote to Mr. Hinckley, Clerk of the United States Court

for China in Shanghai.I enclose a copy of his reply, and

should be glad if you will turn it over to His Excellency

for perusal.

The one point I want to make clear in this

matter is that the one object of American officials in these

coast ports is to free the American name from the odium

involved. We want to get American women out of the hus-

iness and to keep them out. Mr. Hinckley's letter makes

it clear that this is being done in China. It is because

the Americans have a practical monopoly of the unsavory

business in Hong kong that keeps our people restless.

Do not trouble to acknowledge this informal

memorandum and non-official enclosure.
