I am aware that the occasion was a very

exceptional one, and could hardly be quoted

as a precedent in ordinary circumstances,

but experience shows that any action of

t his kind taken in one part of His Majesty's

Dominions is liable to be invoked in support

of claims to similar treatment elsewhere.

5. I would ask you, therefore, in

future to pay particular attention to the

instructions contained in Lord Elgin'e

Circular despatch, as it is of great import-

ance that there should be uniformity in the

relations of Governors with Foreign Consular

Officers.
