In reply to your despatch of the 17th.

instant (2945/07) reporting that P.M.Goode had been dis-

charged from Victoria Gaol and asking for a remittance of

$40., the sim advanced for his passage fran Hongkong te

Shanghai, I am instructed by His Majesty's Consul-General

to inform you that he can find no authority either in the

Foreign Jurisdiction Act or in the Order in Council of 1904

for returning at public expense a discharged prisoner from

the place of imprisonment to the place where sentence was

given. His Majesty's Consul General much regrets that

he is therefore unable to comply with your request and re-

fund the money advanced, but he will be glad to render

his assistance in recovering the money from Mr. Goode.
