I have the honour to transmit for

Your Lordship's consideration copies of the correspondence

noted in the annexed schedule on the subject of the payment

of passages of prisoners sentenced at Shanghai and lodged

in Victoria Gaol in this Colony.

2.

My view is that expressed in the

2nd. paragraph of the Colonial Secretary's letter of the

8th. of last September and apparently His Britannic Majes-

ty's Consul-General at Shanghai concurs in that opinion.

3.

I may add that at the request

of the Commissioner of Weihaiwei it has been arranged that

prisoners from that territory undergoing their sentences

of imprisonment in Hongkong should on discharge be afforded

an opportunity of returning to Weihaiwel by direct steamer

at the cost of the Weihaiwei Government.
