I have the honour to transmit for
Your Lordship's consideration the enclosed copy of letter
from the Land Officer dated the 26th. ultimo recommending
that in future the sale of small lots of land in the great-
er part of the New Territories should be by private treaty
instead of by public auction.
2.
I am entirely in favour of Mr.
Wakeman's suggestion, provided that each case is submitted
to the Governor for approval and that, in each case, the
Land Officer certifies that, to the best of his knowledge
there is no probability of any competition at the sale, and
that the applicant is the only person interested.
3.
Mr. Wakeman recommends that in
New Kowloon and on the shores of Junk Bay the existing
method of sale by auction should be retained: and to this
I would add that land along the railway line and in the
vicinity of the proposed road from Castle Peak to Shat'au➡ THE RIGHT HONOURABLE
