Two minor details must be noticed. Provision
will have to be made for some room where the Judge of Shanghai
is to sit. There are not sufficient reports and standard text
books for the 2 Judges. When there is a Third Judge who must also refer to them this will lead to more delay and inconveni-
-ence even than at present.

I regret having thus to criticise adversely
a scheme which has gone so far, but had I been consulted when
it was decided to treat the idea as a practical proposal I
should have then pointed out many of the reasons given above
why in my opinion it would not work satisfactorily.
