out of only 2 months' work of the Original Jurisdiction; and allowing for consultations as to judgments, preparing and deli- -vering judgments, certainly 6 weeks would be required.

But one of the things which it is of the

utmost importance to consider in introducing a new Court of this

other sort is its effect on the work of the Supreme Court. The Assizes must of course he suspended during the 2 months in which the Appeal Court sits: and also the whole of the Court work in Original Jurisdiction, except short or one-day cases, which may possibly be squeezed in. The Chief Justice must however have one day free for Chambers and Bankruptcy: supposing this to be

fixed for Friday, Saturday must be kept free for consultations. The Summary Jurisdiction Court is a great difficulty. It clearly cannot be suspended altogether, but it can hardly be worked satisfactorily unless the Puisne Judge has 2 days. One of these may be Friday, and the other fitted in as opportunity offers. This only leaves 3 or 34 days free for the Appeal Court, and I doubt very much whether it will be possible to take more than

one appeal a week.

All this will still further congest the work of the Court in the remaining period of the year, which as

I have repeatedly pointed out is already at times hopelessly congested. One of the chief results of the scheme if it is carried through will be that it will interfere with the work of the Hongkong Court during the sitting of the Appeal Court, and will, in addition to giving more work to the Chief Justice of Hongkong, render the performance of the work during the rest of the year more irksome and irritating than it is at present.

But the Foreign Office very naturally imposes the condition that the attendance of the Judge of Shanghai at Hongkong is to be subject at all times to the

exigencies of the work at Shanghai.
