Dear Sir Francis Piggott,

Your official letter of yesterday. I replied

to your former letter and sent the draft to the Secretariat to be typed. On enquiry as to what has become of it. I am told that it was sent to me for signature. No trace of it can be found here. I regret the delay. It's purport was that in defer- -ence to your wishes I would have the correspondence 'laid' as you desire, at the next meeting of the Legislative Council. In these circumstances it will I hope be unnecessary for you to anticipate the view you have put forward in that correspondence or in the case you do so it may be unnecessary to print the correspondence. I would wish to again point out to you that I did not formulate the opinion of the Appeal Court which you attribute to me. My words as regards the judgment of the Court were I think practically those of Fr. Justice Wise which were sent to me and apparently endorsed by yourself. The "innuendon" and "allegations" which might be made by outsiders were not

stated as my own view.

Since rely yours,

(sd.) F. D. Lugard.

I have just ascertained from the Colonial

Secretary that the latter is being re-typed, and the correspond-

-ence has already been sent to be printed.

(sd.) P. D. Lugard.
