On the face of it I fear that the scheme is unworkable and for
that reason it is of the utmost importance that the details
should be submitted to Your Excellency for consideration before
it is put into a final shape. I rather gathered from the cable
which Your Excellency has received, that the arrangements will
be concluded in London and sent out here cut and dried. It would
be a thousand pities if this were to happen, and I hope Your
Excellency may think it expedient to cable to the Secretary of
State suggesting that the datails should be sent out before any
scheme is finally settled.
