In reply to your inquiry as regards the

appointment of Dr. Grone as Medical Officer to examine

emigrants to Mexico, and the allegation that in appointing him

as such, I was acting ultra vires, I wish to lay the following

information before His Excellency the Governor,

Dr. Grone has been examining emigrants to

Mexico and signing certificates of Health as Medical Officer of

this port for some years now. At times the certificates would

he signed by him at others by Dr. Jordan. The arrangement was

made by the Steamship Companies that were interested in the

transportation business.

In October last year Dr. Valenzuela arrived

in the Colony having been appointed Medical Officer of this

Consulate and he opened in this office the Mexican Sanitary

Delegation. The examination of emigrants in consequence of new

instructions were then made more severe, and altogether

changes were made in the working and new forms of certificates

were issued.

In January Dr. Valenzuela resigned the

office and return to Mexico, and his resignation was forwarded

by me to the Mexican Government at once.

As the business of the office could not be

closed, I appointed Dr. Gröne temporarily in charge and com-

municated the fact to the Mexican Government in a Despatch

dated the 20th. ṛanuary,

1908. In April the Government replied

to my letter stating that as the appointment of a successor to

Dr.
