Re appointment to examine emigrants from Hongkong

to Mexico.

Dr. Valenzuela arrived in this Colony

October 28th., 1907, and carried on the work of inspection and

examination of emigrants until January, 1908, when he left the

Colony at very short notice.

On January 18th., 1908, I received a letter

from the Mexican Consul, Mr. Barretto, asking me to carry on

the work and giving certain instructions (attach copy of ap-

-pointment.)

I understand that Dr. Valenzuela in conver-

-sation with Mr. Barretto prior to the former's sudden departure

recommended that as I had previously examined Chinese passengers

for Mexico on behalf of the Shipping Companies interested and

I should carry on his work during his absence.

I have received no instructions verbally or

by letter that this appointment was cancelled and am still

carrying on this work.

For further information on this appointment

application might be made to the Mexican Congul.

Re fees for examination.

The statement in the report of Dr. Liconga

is absolutely incorrect a fee of $10 has never been asked for

nor received by me for signing any certificate of health.

for every emigrant before he is finally passed by me.
