of Your Honour's letter of the 26th. Anebent on the subject of the proposed transfer of Mr. Kemp to the Sanitary Department and of the appointment of Mr. Wood to be Deputy Registrar and

Appraiser.

I am not aware of any authority for the

statement that Mr. Kemp is designated as the successor of Mr. Seth. I refrain from corment upon the reflections on Mr. Seth contained in your letter, since the question of that Officer's character and conduct form the subject of a separate correspond- -once, which has been referred to the Secretary of State and in which I recorded my own opinion very fully.

I regret that I am unable to fall in with your view that the Registry should be separated from the ordinary Service. Consequently I feel unable to stand in the way of Mr. Kemp's promotion and I have accordingly recommended him for the appointment of Head of the Sanitary Department

should it become vacant.

I am also unable to support Mr. Lee-Jones's application to succeed Mr. Kemp, because the post of Deputy Registrar and Appraiser is one of those to which Officers of the Cadet class have a prior claim, and the claims of r. Wood are therefore superior. Moreover Mr. Wood is an Officer of ability whom I can confidently recommend for the appointment, and I have submitted his name to the Secretary of State.
