1907. Mr. Lee-Jones has personally pressed upon me the

considerations which he urges in support of his claim, but

since they are fully set out in the Mamorial which formed

an enclosure to my predecessor's Despatch No. 96 of 18th.

April, 1907, there is no occasion for me to re-state them.

While sympathising with his point of view, I am unable to

see any essential difference between the present instance

and the one which was fully dealt with by my predecessor

in the Despatch quoted, whose view was confirmed by Lord

Elgin. Mr. Wood has longer service as a Passed Cadet than

Mr. Kemp had when promoted over Mr. Lee-Jones, and as a

Cadet his claims are superior. He is moreover in the

opinion of the Colonial Secretary (who has a knowledge of

both Officers extending over many years) the more capable

of the two.
