I have the honour to request Your
Lordship's sanction for the enclosed addition to the
Pension Minute in force in this Colony to cover especially
deserving cases of Officers on the Permanent or Temporary
Establishment whose annual salary does not exceed $240 and
who have not qualified by 25 years' service for the com-
-passionate allowance which may be granted under clause 1,
paragraph 2 of the minute.
2.
To meet such cases my predecessor
instituted a compassionate gratuity not exceeding in the
case of an Officer on the Permanent Establishment two-
-thirds and in the case of an Officer on the Temporary
Establishment one-half of the rate of pension grantable
under clause 1, paragraph 1, of the pension minute, comTM
-muted for service between 10 and 15 years for a sum equal
to 2 years' payment, for service between 15 and 20 years
