Copies of the above correspondence were
forwarded to the Foreign Office on May 11th., and in commenting
on the Wai Wu Pu's communication His Majesty's Minister pointed
out that whilst the Board had recognised the right of duty-paid
foreign goods covered by exemption certificate to freedom from
likin whilst in transit from one Treaty Port to another,
the
treatment to the accorded to native produce still remained a
question of considerable difficulty. From a memorandum prepared
by Mr. Acheson, Likin Commissioner at Soochow, on the working of
the likin system in Kiangsu, it appeared that the Province has
to provide annually out of its likin revenue the sum of
2,000,000 Taels towards the payment of the Anglo-German Loan of
1898, and in Mr. Acheson's opinion the discharge of this
obligation is incompatible with the immunity from taxation of
native produce which has paid coast-trade duty. His Majesty's
Minister expressed the view that the extension of the Railways
of China would probably bring its own solution of the difficulty
and force the Chinese Government to reform its system of taxa❤
-tion.
