On May 6th., the Wai Wu Pu addressed a Note

to His Majesty's Minister in which they recognised the principle

that foreign goods on which import duty has been paid and which

are covered by exemption certificates cannot be subjected to any

further charges in the nature of likin whilst in transit from

one Treaty Port to another. They stated, however, that in view

of the different conditions governing railborne and waterborne

traffic special regulations to prevent fraud and smuggling were

required, and would be drawn up by the Acting Inspector-General

of Customs.

As regards native goods special regulations

had yet to be prepared by the Revenue Council, who had been

directed to discuss the matter with the Director of the Shanghai

Nanking Railway.
